Tyrant's Decree trinket is bugged and it gives you WoD amount of stamina in Timewalking Dungeons
I found this useful when i was tanking on my paladin with tier set bonuses (Avenger's Shield gives you 5% shield of your hp) and my hp didnt drop at all.
I dont know if other classes have any use for this.
Enter to dungeon with this trinket equipped and it gives you tons stamina.
DO NOT let your hp drop below 60% because it stops working.
